It is either “ the Stop Making Sense raw-mix out-takes from Pantages 83 that were leaked” (and thus not in fact from 1984-1-25, Milwaukee)1
Or it was recorded live, 1984-1-25 in Milwaukee (possibly at the MECCA) 2 — though a comment on that page also mentions that it sounds like a Stop Making Sense out-take.
